Britain is increasing its air passeger tax for those traveling to and from Britain. Is this a mistake?

If one can fly into the republic of Ireland play a little golf, travel around, rent a vehicle and take a ferry to Scotland, travel through England and Wales and then take the ferry back to Ireland and save potentially hundreds depending on distance traveled and class flown it has to be the way to go.
